About the Study:
A planning study to examine the redesign of the approximately 1.2 mile stretch of the Twin Cities Memorial Highway (NYS Route 425) and a 1.1 mile stretch of the adjacent Division Street. This study was initiated due to aging infrastructure and deficiencies along this segment of the Twin Cities Memorial Highway. Some of these infrastructure needs identified include:
traffic signals are in need of upgraded equipment
the pavement will soon reach the end of its useful life
collisions at intersections
Mitigating these infrastructure needs creates an opportunity to study the corridor and whether it fits the needs of the community.
To address these challenges, the City of North Tonawanda partnership with the New York State Department of Transportation (NYSDOT) Region 5 is undertaking a Planning and Environmental Linkages (PEL) study centered on the transportation corridor at the 1.2 mile stretch of the Twin Cities Memorial Highway (NYS Route 425) and a 1.1 mile stretch of the adjacent Division Street (NYS Route 425 from Erie County Line to Leonhardt Street, including Division Street).
The PEL study will also inform the environmental review for one or more future projects being progressed under the National Environmental Policy Act (NEPA).

More about PEL
“Planning and Environmental Linkages (PEL) is a valuable tool for creating efficiencies in the transportation project development process that supports agencies' efforts to accelerate project delivery. PEL represents a collaborative and integrated approach to transportation decision-making that considers benefits and impacts of proposed transportation system improvements to the environment, community, and economy during the transportation planning process to inform the environmental review process.”
