Planning and Environmental Linkages (PEL) Study

Twin Cities Memorial Highway

The section between I-290 and Division Street is a four-lane arterial known as the Twin Cities Memorial Highway. This section of the TCMH poses several challenges for safely and efficiently moving the traveling public. This Study will focus on clearly identifying multiple feasible concepts based on community feedback, and environmental and engineering studies.

The City of North Tonawanda has begun a planning study to examine the redesign of the approximately 1.2 mile stretch of the Twin Cities Memorial Highway (NYS Route 425) and a 1.1 mile stretch of the adjacent Division Street. This study was initiated due to aging infrastructure and deficiencies along this segment of the Twin Cities Memorial Highway. Some of these infrastructure needs identified include:

  • traffic signals are in need of upgraded equipment

  • the pavement will soon reach the end of its useful life

  • collisions at intersections

Mitigating these infrastructure needs creates an opportunity to study the corridor and whether it fits the needs of the community.

The focus of the Planning and Environmental Linkages Study (hereafter referred to as the Study) is to develop multiple feasible concepts.
